Born and raised on Maui, Samuel attended H.P. Baldwin High School, where he earned valedictorian honors and lettered in four sports. He attended college at the University of Notre Dame and graduated with honors from the William S. Richardson School of Law. Samuel began his legal career in the Washington, D.C. office of Norton Rose Fulbright, one of largest law firms in the world. His clients included Fortune 500 members and multinational corporations facing large-scale investigations by the U.S. Department of Justice, Securities and Exchange Commission, Commodity Futures Trading Commission, and other government agencies.

After returning home to Maui, Samuel joined the Office of the Public Defender, where he developed an expertise in Family Court criminal matters, including those relating to alleged violations of temporary restraining orders and orders for protection, misdemeanor and felony abuse charges, and juvenile offenders.

Samuel is a skilled negotiator with extensive courtroom experience who employs a results-oriented approach to the complicated issues that arise in a family law practice. He emphasizes collaboration, compassion, and empathy to obtain the best possible outcome in extremely difficult situations. He understands the importance of listening to clients and developing a relationship of trust as a means of successfully working through a case.
